A personal licence authorises the holder to sell or supply alcohol, or to authorise its sale, in accordance with a premises licence. Under the Licensing Act 2003 every retail sale of alcohol must be made or authorised by someone who holds one, and the designated premises supervisor named on a premises licence must be a personal licence holder.
